In Chapter 7.1 or before that, Hernandez possessed a cheat code vial which he found at Uriah Industrial district docks, most likely when the Agents tried to dump the cheat code vials into the water. The Merovingian recovered the vial so that it could be used as an ingredient for the Apothecary to create a kill code for the Oracle.
