The Chef is an Exile who is interested and famed in making the finest dishes and can be located in Pillsen, Downtown. The Sous Chef used to work under him, but the Chef fired him because of his overambition and yearning for domination through the skill of cooking.
Original purpose
It can be presumed that before he became exiled he might have had a role in simulating "taste" within the Matrix.
His powers might have been similar to the programmed cake the Merovingian sent to the beautiful woman at Le Vrai, which made her orgasm.
