The Network was the name of an Exile who owned the giant information monopoly, called the Network Media Conglomerate; every media stream being broadcasted in the Matrix had to pass his judgment before it could be released. As such he had control over what the bluepills heard and saw. He operated from a (wealthy) real estate in Industry Square.
