The Woman in Red is a character in the agent training program used by the crew of the Nebuchadnezzar to bring about awareness of the dangers of Agents to new "redpills". She is one of the main points of the training program as she changes into an agent, thus, she is designed to be attractive and to turn the heads of the new "redpills" to help them understand that truly any "bluepill" can potentially become an agent.
She was programmed by Mouse, who is clearly attracted to her, and even tries to get Neo to go on a date with her, also mentioning that "She doesn't talk much". It is safe to assume by his behaviour that Mouse has been on such a date with her, one clue being that moments prior to his death, he was looking at a photo of her in underwear and the picture was signed by her and had red lipstick on it, presumably hers.
